Participation in preparing the work plan and the budget

The “citizens’ council” and the “participatory budget” models are recommended for use in the process whereby the work plan and budget of an institution is planned (with rights to make comments and proposals). One key element of these models is the provision and extensive sharing of all of the data and information required for planning, based on the continuous operation of non-professional institution user and citizen bodies, and the principle of partnership. No sensitive information (e.g. salaries, personal data) may, of course, be used in this process. Whether the organisation concerned is funded by public money or other funding sources/income is paramount from the aspect of the extent to which information is public or accessible. A dynamic equilibrium needs to be created between possibilities and needs/requirements: it takes continuous – sometimes very lengthy – consultations and requires true openness to each other’s considerations.
