Where the institution’s operation is based on the involvement of stakeholders, its participants, patrons and other institution users may even directly influence the organisation’s day-to-day operation, its projects, the structuring of its operations, the rules on the use of the institution (the rules of conduct and use of the facility, opening hours), relationships between various communities and groups as well as various forms of cooperation. The ultimate responsibility – in relation to the management of various projects and the performance of operative functions supporting the institution’s day-to-day operation – can in this case be shared between the maintainer and the stakeholders. It should be noted that complex tasks or complete functions, whole projects cannot be transferred or outsourced for long periods of time on the basis of simple oral agreements; such arrangements should be laid down in writing.
